ECES and Observa Bolivia support to Citizen Electoral Observation Mission (MOEC) for 2025 Bolivian Elections

 

Within the framework of the EU-funded PRO-Election Bolivia initiative, the European Centre for Electoral Support (ECES) initiated a series of strategic meetings with Fundación Construir and Observa Bolivia in La Paz. The primary objective was to design and coordinate technical support for the launch and implementation of the Citizen Electoral Observation Mission (MOEC – Observa Bolivia).

 

As part of this collaborative effort, ECES representatives also participated in a dedicated working session alongside Fundación Construir and members of the Observa Bolivia network – including experts in political science, economics, gender issues, and human rights – to assess the current socio-political and economic landscape of Bolivia. Discussions focused on how prevailing social tensions and economic challenges could impact the upcoming electoral process and the integrity of Bolivian democracy.

 

During the event, Luis Castellar, the Project Coordinator for Pro-Election Bolivia, delivered an address urging the network to establish a citizen electoral observation mission as soon as possible. He emphasized ECES' commitment to supporting this initiative, highlighting the essential role of independent citizen observation in strengthening democratic processes. The session concluded with participants agreeing to develop a comprehensive roadmap for the implementation of the citizen observation mission, with ECES pledging to provide technical assistance and training support for volunteer observers across all nine departments of Bolivia.
