Launch of PRO-Election Bolivia Project with the Órgano Electoral Plurinacional (OEP)

 

On February 26, 2025, the PRO-Election Bolivia project - funded by the European Union through its Foreign Policy Instrument (FPI) - was officially launched in partnership with the Plurinational Electoral Body of Bolivia (Spanish: Órgano Electoral Plurinacional - OEP). The meeting was hosted by Mr. Óscar Hassenteufel, President of the Supreme Electoral Court (Spanish: Tribunal Supremo Electoral - TSE), alongside Vice President Francisco Vargas and Supreme Electoral Court Member Gustavo Ávila. They were joined by Mr. Andreas Pérez Franzius, Deputy Head of Delegation of the European Union to Bolivia, and Mr. Luis Castellar, Project Coordinator for ECES.

 

The PRO-Election Bolivia initiative aims to support an integrated, co-responsible, peaceful, and democratic electoral process for 2025–2026. It focuses on the collective prevention and mitigation of electoral conflict through coordinated technical assistance and institutional engagement.

 

Over the next 18 months, the European Centre for Electoral Support (ECES) - operating in Latin America as the Centro Europeo de Apoyo Electoral (CEAE) - will implement the project based on its flagship methodology, the EURECS strategy (Electoral Resilience and Conflict Sensitivity).

 

This marks ECES’ first project in South America, building on years of collaboration with electoral management bodies in Mexico, Colombia, Ecuador, and Brazil.
