Launching of the MOEC OB for the citizen observation of the 2025 and 2026 elections

On July 1, the Citizen Electoral Observation Mission OBSERVA BOLIVIA was officially launched in a press conference attended by media outlets, representatives of international cooperation, and civil society organisations. The collective effort of over 40 CSOs brings together nearly 2,000 observers, committed to independent, non-partisan electoral monitoring based on the principles of transparency, legality, and respect for human rights.

The Citizen Electoral Observation Mission of Bolivia (MOEC-BO), which will be deployed across the country and observe 900 polling stations selected through a representative sample, has acknowledged and expressed gratitude for the technical assistance provided by the European Centre for Electoral Support (ECES). Through a strategic partnership sealed through an MoU signed in Bolivia by ECES Founder and Executive Director Fabio Bargiacchi, ECES has provided electoral technical assistance to the technical and operational capacity, promoting compliance with international standards for citizen electoral observation. Since March, ECES has supported in the design of the MOEC structure, the different manuals for the mission, LTOs and STOS, the set up of a Media Monitoring Unit and the training to observers.
