ECES participates in the presentation of the Final Report of the European Union Election Observation Mission on the 2025 General Elections in Bolivia
La Paz, Bolivia – 8 December 2025.
The European Centre for Electoral Support (CEAE/ECES), through the Coordinator of the PRO-Election Bolivia Project, Luis Castellar, and its Senior Expert on Electoral Observation and Civil Society, Carolina Floru, participated in the press conference in which the European Union Election Observation Mission (EU EOM) presented its Final Report on the 2025 General Elections in Bolivia.
During the presentation, the Chief Observer, Member of the European Parliament Davor Stier, highlighted the country’s democratic commitment, stating that “Bolivia has demonstrated in 2025 a strong democratic vocation.” The EU EOM also unveiled a set of 19 key recommendations, conceived as a roadmap towards “more transparent, inclusive, and trustworthy electoral processes.”
The report includes recommendations addressed to the Plurinational Electoral Body (OEP), the Plurinational Legislative Assembly, the media, and the broader national political system, covering legal, institutional, operational, and inclusion-related aspects of the electoral process. The Mission expressed its confidence that there will be the necessary political will to build broad consensus leading to the sustainable implementation of these improvements.
The event also featured the participation of the Ambassador of the European Union to Bolivia, Jaumeé Segura, and the Deputy Chief Observer, Alex Grey, along with numerous journalists and representatives from national media outlets.
CEAE’s presence at this important event reaffirms its commitment, through the PRO-Election Bolivia project—funded by the European Union and its Foreign Policy Instrument (FPI)—to support national efforts aimed at strengthening electoral integrity and democratic participation in Bolivia.
