Observa Bolivia network workshop

La Paz, Bolivia – December 10, 2025

ECES team in Bolivia, composed of Luis Castellar, Coordinator of the PRO-Elección Bolivia Project, and Carolina Floru, Senior Expert in Electoral Observation and Civil Society at the European Centre for Electoral Support, participated in the Observa Bolivia network workshop to prepare for the 2026 Subnational Elections, including 21 CSOs from 9 departments.

The workshop brought together all member organisations of the Observa Bolivia Network. During this workshop, the Network's final electoral observation report was presented and discussed, enabling a collective assessment of the work carried out during the 2025 General Elections. The workshop also served as an opportunity to recognise the contribution of the organisations that make up Observa Bolivia and to reaffirm the leadership of its Executive Directorate, a position once again entrusted to Susana Saavedra, Executive Director of Fundación Construir, ensuring continuity in the Network’s strategic direction.

In this context, Observa Bolivia formally reaffirmed its decision to observe the subnational electoral process scheduled for 22 March 2026. It initiated discussions on the Network’s observation priorities for the subnational electoral cycle, combining territorial and thematic approaches to address the specific challenges of this electoral context.

Observa Bolivia expressed its appreciation for the technical support provided by ECES during the national electoral process — financed by the European Union through its Foreign Policy Instrument (FPI) — and formally requested the continuation of this support for the 2026 Subnational Elections, reaffirming its commitment to independent, professional electoral observation focused on violence prevention and the promotion of informed voting.

ECES reiterated its readiness to continue working closely with the Observa Bolivia Network, strengthening its technical and methodological capacities and contributing to a transparent, inclusive and secure electoral process in the Plurinational State of Bolivia.
