Chakir Elantari has started to work at ECES in 2018 and he been the Head of Finance and Administration at the European Centre for Electoral Support (ECES) since 2022. He oversees the organization's administrative and financial management, with an average annual turnover of €15 million per year. His responsibilities include accounting, auditing, consolidation, taxation, and internal control, ensuring efficient management in compliance with international standards.
Chakir plays a crucial role in obtaining international accreditations that affirm ECES's financial transparency and its commitment against corruption and fraud including Tcertification. As a certified ISO auditor, he also contributes to ECES’s ISO 901 certification in the standard for quality management and the integration of International best practices across ECES’s operations in the field and at ECES HQ via our Standard Operating Procedures for the Implementation of activities via ECES speficic approach called the “European Response to Eelectoral Cycle Support”.
He graduated in Business Administration from ICHEC Brussels Management School, specializing in auditing and financial markets. Chakir began his career at an audit firm focusing on non-profit organizations and contracts following rules and procedures of the European Union. This experience provided him with a comprehensive understanding of European financial policies and the specific requirements for grant management funded by the EU.
Through his field missions, Chakir has developed a comprehensive expertise in Africa and Middle East, particularly regarding local issues and the socio-economic challenges faced by local actors. His work in countries such as Jordan, Senegal, Mozambique, Ethiopia, Guinea, Chad, Ivory Coast, and Mali has greatly enriched this experience. These diverse missions have enabled him to adapt to multicultural environments and devise financial strategies that align with local realities. By collaborating closely with key stakeholders in these countries, Chakir has reinforced his commitment to ethical and sustainable financial practices while contributing to the development of electoral support programs tailored to the specific needs of each context.
