Christian Joly, now an independent expert in the sectors of elections, state reform and governance, has a doctorate in law and a degree in political science. He first pursued an academic career, during which he taught Constitutional law, European Union Law, International Relations, specific courses on Humanitarian Action and International observation. From 1997 to 2004, he has been strongly involved in international university cooperation as a relations officer for international university structures. 

From 2004 onwards, Mr. Joly joined French Diplomacy and was deployed in the United States and Ghana. In Washington, he was in charge of the civil society sector and of the system of university cooperation between France and the United States; while, in Accra, he was in charge of the governance sector. 

He joined the European Union in 2013, as Head of the Political Section of the Delegation of the European Union to Burundi from 2013 to 2017, and to Afghanistan from 2019.
