The European Centre for Electoral Support (ECES) launched the seminar on capacity-building on issues related to referendum litigation in Conakry for the benefit of the members of the Supreme Court. Indeed, the overall objective of the seminar is to strengthen the capacity of the members of the Supreme Court to ensure a transparent and democratic referendum process, in a peaceful climate.
Over 4 days (from November 11-14, 2024), national and international experts mobilized to this purpose will cover theoretical aspects of the referendum, the practical methods of organizing it and the referendum litigation in the background. In particular, it is about strengthening the capacities of magistrates so that they can strongly motivate their decisions, ensure optimal management of remedies and result in a proclamation of results that inspire confidence and are accepted by all. Thus, through this pro-active approach, the judges of the Court will therefore be prepared to effectively handle potential disputes related to the organization of the constitutional referendum and the proclamation of the final results.
After leaving this seminar, participants will be able to handle business rigorously and ensure transparency in the process. They will also have the skills to justify their decisions based on sound legal arguments, enabling acceptance of the referendum results. The organization of this seminar is part of the project Support for the Strengthening of Democracy (PARD-Guinea), funded by the European Union and implemented by the European Centre for Electoral Support.
