The creation of the Indian Ocean Electoral Network (REOI) has been an achievement for the Electoral Management Bodies (EMBs) of the Indian Ocean Community (COI) Member States.
The establishment of an electoral network within the Indian Ocean Member States has been a long-standing aspiration of the region's electoral commissions, a goal that we, particularly through our founder and Executive Director, Fabio Bargiacchi, have supported. This significant milestone was reached in October 2022 with the Declaration of Mahé that officially brought the REOI into existence.
This important process was finalised in the framework of the Technical Assistance project: Gouvernance, Paix et Stabilité (GPS), funded by the l’Agence Française de Développement (AFD).
In this context we have supported the publication of a comparative study titled “Les Organes de Gestion des Élections des Etats Membres de la COI.”
The study is intended to be a guide to understand better the different systems of the COI Member States and how they can interact and learn from each other. By analysing: the legal bases of the EMBs; their status; the relations between EMBs, political parties and media; the inclusiveness of the electoral process and the management of electoral disputes; the study aims to make it easier for anyone reading it to understand and know the different electoral regimes of the member states of the COI and to have a singular document where one can find all the management bodies of the member states of the COI as a point of reference.
