Media Monitoring, Hate Speech, and Gender-Based Violence Methodology

 

The Media Monitoring, Hate Speech, and Gender-Based Violence Methodology is implemented through two central tools, specifically the Monitoring of Hate speech in mainstream and social media and the Early Warning and Early Response systems in the electoral context. Hate speech on social media and other platforms is known to generate environments of conflict and violence among groups and communities during elections. In fact, hate speech targeting gender-based violence in the digital space is increasingly becoming a threat to the inclusive participation of women in electoral and political life. This methodology follows three pillars:

  1. Voters’ rights to receive information;
  2. Candidates’ rights to impart information;
  3. The media’s right to freedom of expression.

The Media Monitoring, Hate Speech, and Gender-Based Violence methodology considers both the qualitative and quantitative aspects of media monitoring and provides ECES’s partners with a comprehensive approach to identifying, monitoring, and preventing hate speech, discriminatory practices, and gender-based violence in the media, favouring effective remedial measures.
