Strengthened CSO capacities to observe the 2025/26 electoral process and foster electoral integrity and trust in the electoral process

 

Activity 2.1 (5): Provide technical support and targeted capacity development to Bolivian domestic election observation groups in partnership with OEP and vulnerable groups

ECES will carry out a needs assessment to support Bolivian domestic election observation groups like Construir, focusing on the pre-electoral, electoral, and post-electoral periods. The project will help implement a new election reporting software for real-time reporting by observers, streamlining the process and allowing consolidation of data. ECES will provide training in strategic communication, risk analysis, and observation methodologies. This will include workshops on conflict risk mitigation, observer security, and enhancing participation of women and marginalized groups. Additionally, training will be provided on legal procedures and international electoral standards, in coordination with OEP.

 

Activity 2.2 (6): Conflict Mapping and Media Monitoring for CSOs

The project will establish a Media Monitoring Unit (MMU) for CSOs to map and monitor conflict and election-related violence during the electoral process. ECES will assist in setting up the MMU and provide tailored media monitoring training. This will allow CSOs to issue regular reports identifying election-related hotspots and conflicts. The project will also work closely with existing media monitoring systems, including the UNDP’s initiative, to ensure synergy and avoid duplication.

 

Activity 2.3 (7): Establishment of an Election Situation Room

ECES will support the creation of an Election Situation Room (ESR) to monitor electoral risks and tensions in real-time. This room will collect and share incident reports, enabling a rapid response to election-related challenges. The ESR will rely on data from CSOs and media monitoring, with the ability to identify hotspots and mitigate conflict. It will complement the existing security plans involving government and police forces, offering a coordinated approach to managing electoral risks.
