Rosa Geovanna Dorado Peñaranda, known as Bárbara Dorado, is a highly experienced Bolivian professional with a strong background in administration, finance, and electoral support. Currently, she serves as a lecturer at Universidad Los Andes in La Paz, where she teaches courses in business administration, finance, marketing, and advertising, sharing her extensive knowledge with the next generation of professionals.

Bárbara has held key roles in several European Union Electoral Observation Missions (EOMs), where she demonstrated exceptional leadership and organizational skills. She served as Chief of Administration and Finance for the EU EOM in Colombia in 2022, Deputy Chief in Venezuela in 2021, and as an Administrative and Financial Assistant in Bolivia in 2009, 2010, and 2020. In these positions, she was responsible for managing a wide range of financial operations, human resources, procurement processes, and logistical coordination, all while ensuring strict compliance with internal regulations and EU standards. Her work involved overseeing the preparation and management of budgets, managing staff and service contracts, handling financial reporting, and organizing various mission-related events.

In addition to her electoral work, Bárbara gained valuable international experience at Bolivia’s Permanent Mission to the Organization of American States (OAS) in Washington, D.C., where she worked between 2014 and 2017. There, she handled a variety of administrative and diplomatic tasks, including the reception, dispatch, and management of confidential documentation, organizing events, and managing day-to-day operations of the Mission. Notably, she was elected as the Secretary of the Women's Organization of the Americas (OMA). 

Bárbara's diverse career, spanning various administrative and financial management roles in both national and international settings, underscores her adaptability and expertise. Her ability to navigate complex bureaucratic environments, manage large-scale projects, and lead teams has established her as a dynamic and reliable professional in both corporate and international contexts.
