Bolivian. Master's degree in International Gender Equality and Prevention of Gender Violence, Diploma in Gender and Public Policy, Bachelor's degree in Social Communication.  She was Director of the National Women's Coordination Network, former President of the Supreme Electoral Tribunal (TSE) of Bolivia, and former President of the Association of Electoral Magistrates of the Americas (AMEA). She has led and formed various regional and international electoral missions.

She currently works as an expert consultant and lecturer in the areas of equal and intercultural representation, political and electoral rights, gender-based political violence against women, and equal political financing. She has published several works on these topics. She is a consultant for various national and international organisations, such as UN Women, UNDP, International IDEA, EurosociAL, IIDHH-CAPEL, INDI, IFES, among others.
